I usually dont like C's. They often got lousy secondary skills.
Also if you train C's, your trainees have bigger salaries then guards. Since you are not training guards, you have to buy them and they are not that cheap.
If you are training guards, you have smaller wages and old C vets are cheap to buy.
However, if trained properly, centers won't have salaries that go through the roof and will perform better than opposin centers because they have better secondaries (HA, JS...)
