I just contacted the NT coach of Ghana, he has a U21 NT player on his roster. He can't see any message on his player, Djibril Diamacoune

Salary is set to 1000 for all ages - suppose it should be low enough to get everybody covered :-)

If the player is already on the NT roster, the message doesn't need to be shown. I assure you that others do see it.
