I agree with everything EBW said.
I also like the concept but enjoy the slow progression of players. I think this idea would be much more acceptable if it gave maybe 1% boost to the trained skill. That would equate to 100 days of training for a pop which is roughly the length of a season. 1 pop per season is less than the difference in staff levels but it does still create something that can be utilized to try and gain an edge. At that rate, does it even accomplish your original intent though?
