Personally I think the only reason to tank is to profit. To actually go all out for the #1 pick is a waste as there's no certainty you'll draft someone worth the expense of scouting.

The La Lakers are actually starting to use there resources after the tanking to get better. But the profit don't come until after training prime right at age 24+ Unless you draft a hall of fame 18 year old. Can you increase your chances to get a better player?

You can spend more on scouting but there's a chance there's not a player worth spending a lot on. If a valuable player isn't in the draft, then there's no way to improve your chance, it appears to be entirely random.
