Rebounding doesn't matter until you start getting outrebounded by 20 or 30. It matters more in D1 than in lower divisions because the gap there is lower. Bigs with 11 and even 12 rebounding just get murdered on the glass in D1, it's not even funny and it is indeed a matter of matchups and the relative rebounding ability of the rest of the team. The bottom line is the better defenses are compared to offenses the more valuable RB becomes.

That player is one of Nachmahr's. In a vacuum he seems reasonable (even considering he spent all his career against D2 and D3 players), but you can see what happens against decent rebounding teams with such a player (just picked the last 2 games of last season where the overall rebounding was quite even despite him playing at home):
(104625741)
(105695989)
You give up 10 rebounds at the position against good teams. 10 rebounds = almost 10 possessions = 9 points (a bit more actually). That's what he costs you.

Sure, I agree with you, but then all you need to do is lower the gap. The player I showed was just to point out how you can lower the salary of a player by basically 100k if you don't train any Rebounding. I understand that he gives up extra rebounds and due to that extra points to the other team, but all that saved salary also allows you to upgrade your other positions, that was the point I was making.

I still don't think you need to have 17-18 REB ever, unless you truly don't care about salary at all. In D.I I'm sure you can lower the gap, have bigs with 14-15 REB and they would still do fine in my eyes. There are so many NT bigs that have 15 REB around the world who dominate.

I think (for USA at least) :

11-12 REB is enough at the bigs spots in D.III
13 REB is enough at the bigs spots in D.II
14-15 REB is enough at the bigs spots in D.I

It may be fools gold though. 5 IS and 16 RB on that player is probably around 10-15k more, 5 SB and 16 RB about 20-25k more. How much more salary do you need to pay to the C or SF or the guards to bridge the gap? Note that the player was paired with a 150k C in D2. That same C is averaging about 12.5 RB/36 in D1 in France now.

In D.I I'm sure you can lower the gap, have bigs with 14-15 REB and they would still do fine in my eyes.
C and PF are kind of different. At PF you will probably be ok with less than 14 (it will depend on the opponent), at C you will need more to guarantee you grab more rebounds or you're even at the position. Of course, that assumes both teams play the same type of tactics, because you will need more RB if you play outside or balanced tactics and your opponent plays inside.

There are so many NT bigs that have 15 REB around the world who dominate.
In NT games usually FG% is a bit higher than league games (when the level between the teams is quite even) so you often get around 85-90 rebound opportunities instead of up to 100-110. Yesterday the 2 top teams in my Utopia league played each other (106781333) and ended with 54 boards each

I think (for USA at least)
I'd think 11-13-15/16 for Cs and a couple of points below that for PFs may be enough depending on the league and what you're trying to do (win the league, playoffs, avoid relegation etc). In lower leagues the trade-off between rebounding and other inside skills is bigger.
