Hi mate, it depends on how other teams perform. There are 16 spots to fill with teams that don´t win their PO. These are spanish results of last seasons(16th team promoted):

S 53 21-1
S 54 21-1
S 55 21-1
S 56 21-1
S 57 21-1
S 58 20-2
Excepting last season, there have been teams with 21-1 records that didn´t promote.
