I sometimes think offensive flow is kind of overrated.
I once played a bot and his off. flow was awful (high). My was inept (medium). He had something like 26 FG's and 24 assists while I had over 100 points and like 15 assists.
Offensive flow doesn't mean that it will bring in lots of assists. If players can drive well, then they will score without an assist anyway.

Maybe off flow is also affected by the players ability to create good shots for them selves and not only for others...

i think the guys shoot the ball if the chanche of succes is higher then X%(x is affected from the pace, shot clock and maybe the experience). So if you play against a bot, you don't need to wait for a deadly pass, because your players could easily create a missmatch.
Thats just my theorie

if you are unsure about it, just try it a few times in scrimmages and se what happens.

with slow tactics you need better chanches that your guys shoot the Ball early, sothey starts with an higher X ... Fast tactics like Run and Gun start with a low X, so that the offense normalyy shoots early but everytime the best posisible shoot.
But slow tactics often get problems with the shootclock and the amount of last second shot, don't make then pretty attractive to me.
