and what about when teams are left by their owners, do the players go to the transfer list or can't anyone get them ever..?

A very small percentage do, based on salary.

The others are retired and lost forever.

Are you sure it is based (only) on salary not a sklillset?

And all players on national teams at the time go to TL in those cases.

Salary is based on skill set.

But in this particular case, the determination for auto-listing is a specific salary cut-off.

A specific salary cut-off that is different for each country, is it not?

I mean, the new countries recently added won't have the same high-salary players as a more established country due to the lack of training.

So, for example, in the USA, the salary cutoff is 10k, while in a smaller, younger country, it might be 7k, right?

I used to think so too, but it appears it isn't. The idea behind the policy is to preserve the top players in the game as a whole (i.e. help all teams, in a sense), rather than target specific nations.
