I started this thread and was 100% in agreement with removing this fool. However it is one of the features of a democracy that you can get funny people winning elections. We just had the Australian Federal elecion last weekend and in Victoria the "People who like to go on long drives on the weekend Party" won a seat and in Tasmania the "Sex Party" still have a chance to grab the last senate seat. So I think bad candidates have the right to run but the community has the responsibility to not vote for them and if they do break the spirit of the rules the GMs can remove them...again.

100% agree.
I have supported you guys from Lithuania, as yodabig and other people did. We were (and are) sure that that situation was awkward and unfair. If you elect someone that then reveals himself to be a troll, he should be removed ASAP.
But if you have a candidate with the clear purpose of trolling or screwing up, why should the GMs do something it? I mean, whose fault is it? The candidate or the people voting for him?
If your community is garbage I'm sorry for you guys, but you shouldn't look for outside help, because no one else should fix the situation but you Lithuanians.

Seems like GMs have fixed it, though, I disagree but good for you. Hopefully the GMs won't have to fix your elections every other season.
