It depends if you'll pick him up in the draft, or if you want to take him from the market.

right now, arrive to be a U21 ireland national player is not extremely difficult.
You need the patience of train your player in single position for 2 years , and it's realistic that a very good trained 20 y.o. player will be part of the U21 team.

in the market you can buy at 350-400K € a good player.
he must have good potential and a good sum of skills.

soon there will be a good 19 y.o. player on the market ... stay tuned .. :D

Actually, it's realistic that a well-trained 19 year old can get there - the current team has two of them!

Osman and O'Mahoney selling to (hopefully) active ownership should help next season.

I am holding on to some cash looking for a player to train starting next season for our Irish team, is it legal to BBmail me if someone is on transfers who needs to be trained for the U21 team? (I probably cant afford the salary of a NT player yet)

I'm not sure that is legal, but once or twice per week I search the transfer list using only the "Nationality" button and looking for players from Ireland. It is a good way to keep tabs on who is available and who is out there selling who can be trained.

This is a really good thing to do straight after the draft, as it will be easy to see new trainees who are very trainable and can be future U21 players.

if you want we could create a thread in wich post only the national player on sell , thread that could be "written" only from a GM.

In italy we have one.

regarding Osman and O'Mahoney .... well not so luck... both in IV division, for Osman we have to hope that the manager will train him , he has some particular ideas, good to apply but only after Osman would have grown enough, not now ...

For O'Mahoney ... well probably a new manager , we have to work togheter .
Even if for both all this period has been with a STAMINA TRAINING ... o_O ... so time wasted... and it's a pity.
Osman receveid the past yeard very good train (SINGLE POSITION!! :D ), infact right now is always our best Center.. but without this time wasted he would have been ..dominant.
