My solution to this lame "scouting" would have been:
1. provide totally wrong skills
2. tell him to gtfo and accept the fine I'd receive from the GMs
3. ignore him
It's the same as somebody mailing you threats during a bid war, it's not forbidden, but highly annoying. Bottom line it should not be allowed.
I'd take away the thrid round pick, if someone was reported and found guilty of such a behaviour.
