yes, it is pretty rare to find 5'11 and shorter 18/19 year olds /w perennial allstar potential in the transfer list. i've looked and the highest potential was Star.
But when one does show up on the transfer list, and with mostly respectable skills, you can bet they'll be very expensive.

I have a 5ft 10 19 year old wth Allstar Potential....He indeed trains faster than my taller guards....I have been surprised though that when I put him on the trasnfer list market a few times nobody wanted him. Even this past season when he was still 18. That's okay, I'll keep training him till he rocks :-)

I have a 6 ft 6 guard who only had 1 more pop in a full season of training this this guy did in about 6 weeks of training. So to me that is fast.
