To handle your game shape while not spending too much money on players you can stick with 10 players on your roster. That would be one backup/reserve for any position during league games. At scrimmages you play these backups 48 minutes.
Of course its a little different and more difficult when you have to care about effective training (minutes for as many trainees as possible).

And yes, expand your arena now. You will likely become somewhat successful soon and your arena will be sold out real quick.

With better players you will be able to sold out the arena. When you will expand it, you will have more money to buy better players. Better players will make you a good result, which again results in sold out arena, and so on.

and with good results brings you promotions and with promotions brings you more money.

I know people have mentioned Game Shape, but don't play them that much because not only will there GS go down (and I'm guessing stamina) but they have a high chance of injury
