I also expected to get crushed when I promoted to Div II
didn't happen and then I wasted all my scouting points
turns out only a handful of teams are ready to put out to win and try to promote
it creates big openings for new teams that want to hang around and build up

It's not necessarily the best team in each league, it's the highest ranked. Making it to the final 16 in the cup for 2 straight seasons really helped you.
