To be precise it would be the best record who did not directly promoted among the conference winners.

So...

I am in league III of my country, which is the second-worst active league (league IV is also active)

with the new system, 5x4 = 20 teams will relegate from league II

So next season are promoted the 16 conference winners of III league + the 4 best record teams that didn't win the playoffs.

And for III 80 teams are demoted

And next season the 64 conference winners of IV + the 16 best record non champion teams are promoted.

Am I right?
