So I'm assuming 12 leftover promotions, minus any bot clean ups.

I'd put the line at #44 Chicago Glaciers and #45 War Birds.

There are 16 guaranteed auto-promotions from d4 to d3 (except in Utopia). In addition, any bots that don't demote into d4 by way of normal demotion will be cleaned up and generate another auto-promotion spot after normal promotion/relegation runs.
