My suggestion: Make results speak louder than money. (About Fan Boycott)
Last season I finished 8th in my conference, lost all games in the third part of the season. Dropped out of the top division.
I also sold my players to make room on my roster for the upcoming season in a lower division. I needed the money before I could buy any players since I had insufficient funds(aka poor b*tch manager). But then I didn't find any players right away and then the Boycott hit(was calculated)...
I had over 10M so I was hit with the worst kind of Boycott.
I then found my players, filling my roster and started the season with a full roster and on a winning note.
In fact, I'm now 16-0 in the league and won 3 games in the cup before being knocked out by a higher seed.
Problem is, there is still a fan boycott! (IF I win my next home games the Fan Boycott will be lifted so I can play ONE home game this season without a Fan Boycott. Awesome... really. Thanks.)
This should ofcourse not still be a Boycott imo.
Here's where I think it failes. At the end of a season, being regulated you need to make changes to your roster.
And if you relegate from a top division, you probably have at least a few players worth a few million on the market.
All it takes is that you sell your best two and you go over the 10M limit. You could have like 3$ Available cash and still be hit with the worst Boycott. And for this you should not be punished imo.
Solution? Set new levels for Current team funds based on TV Contract or Player Salary Floor, so they differ from different divisions. It should be much higher in top divisions.
Also maybe get the current team fund at the start AND the end of the Boycott period and weight them in. No funds in the beginning of period = lower penalties. But that data is perhaps not available at the end of a Boycott period? (start saving it in the db!)
Secondly, It should not only take league home games to reduce the Boycott. ALL games (not sc or pl) should weight in.
Home games the most, then cup home games, away league games and finally away cup games. Games against higher ranked teams in cup more than lower ranked teams. Rivalry games could, no, should be doubled. Fans watch ALL games.
This way, if you get back on winning terms, fans will come back faster.
I mean, you could go a whole season, then winning in the playoffs (winning away games and up to 9 home games) and get promoted back, but STILL have a Fan Boycott?!?! How sick is that?
And revieling the current level of Fan Boycott would also be appreciated.
So, let the math begin, build a algorithm and lets get this new and improved :-) system ready in a couple of seasons!
