Like I said in another thread, I think one big problem is mixing the draft system of a NBA-like league, with a european-style promotion-demotion system.
In the NBA, teams don't tank to save money, they tank to draft prospects. In Europe, there is no incentive on tanking.
Yes, some teams don't have the money to compete, but they don't just "save up" during a couple of seasons and then buy a superstar. That doesn't happen. They just do the best they can, and try to build their brand.
So in europe, the closer to the top of the league, the better. If you tank, you end up being demoted and there is no draft.
In america, the further away from the middle, the better. Everybody can buy a few veterans to make the playoffs, but they usually have no chance to get past the first round. Fans also hate that. I'm a fan of Toronto, and this has been a tanking season. Yes, tickets will be a lot cheaper next year, but some fans do see the long term benefits of allowing young players to make mistakes and gain experience. However, if that meant the Raptors would be playing in the D-League next season, I can tell you the fans would NOT be happy.

Hey Charles...What happens to teams under the floor? There seems to be two teams in the JBBL quitting the game but have 5 weeks until they go bot...Do they get 25-0's even though they only have 3 players(only new draft picks)?

Why should they? Know the rules.

It looks to me it's good to tank in a small country and not tank in a big country. Seems a bit unfair.

So after the change, I am dangerously close to the PSF.
I just promoted to D.III, my players are salary efficient, their salaries amount to 70 059 and the PSF is 60 697. I have 16 players, and I was going to sell 3 of them, but now what do I do? If I sell my 3 draftees I will be under the PSF.
Maybe I'm wrong, but I believe I can avoid relegation with the players I have now. This PSF is just another reason to care about "the manager is doing everything he can to improve the team" and not about "I'm familiar with the players and not afraid they get traded".
Well, call me crazy but I was trying to avoid that.
New teams have no salary floor until their first offseason.

Maybe promoted teams also could be exempt from the PSF for one season?

I suspect you'll find in practice that you end up being above the PSF for most of the season if you indeed stay in D. III or promote again to D. II, looking at the other teams in your league. But, there's no requirement that you do so.

I was never in D.II, I'm very new to this game, and I'd be shocked if I promoted this season with my current roster. If I did, however, I would pretty much be forced into buying a stud or two from the market.

All in all, I like the change, but for those who want to increase the salary floor even more, I say it would hurt home-grown teams too much. (And I despise tanking).
