Being competitive at the highest level requires time, efforts and money - a lot. You can't be competitive with half decent players. You need top players and they cost a lot. A loooooot.
Look at Sonic, he restarted from scratch and has been building patiently. If all goes well, he will be promoted this season with (I'm pretty sure) tons of millions on his bank account. But it took him 10 seasons, great training and smart moves.
