My suggestion is, when possible, to always assign 2 new promoted teams to each conference and assign the team relegated from the upper team accordingly.


Thumbs up. This would get the conferences more even in the long run.

Sometimes one conference has one relegated team and no promoted team.

that's why I wrote when possible :)
