I think upgrading your arena should be high priority and first on your list, then you can buy a star player.

In my opinion, you should adjust your ticket prices based on ther percentage sold in each section (I also think 90% is a better berometer to use), but building onto your arena is always about the future. Especially if you are looking to promote, you build seats now, in anticipation of being able to sell more later after your promotion.
