Some people have issues with Chrome or IE9 because of some of the issues that are fixed by:
1. change the proxy settings to auto
2. internet options-connections-LAN settings and check the auto detect box, then restart
3. check firewall and make sure it wasn't in block all mode
4. check antivirus and make sure it's not blocking anything
5. malware on your machine can do this (who me ? yes you!). Run

(http://majorgeeks.com/SUPERAntiSpyware_Portable_Scanner_d...)6. heard from others that the problem is caused when some chrome settings get hurt, and chrome itself stops working (ie. browsing is disabled), and this affects all the other browsers - except IE... The only solutions others could come up with - and actually could do when in similar situation - was to reinstall the OS (you should try a bootable linux cd with Firefox of something to see if the OS change would fix it).
You don't actually have to reinstall the OS if FF works, of course.
