I will pay for and app like that, it will be a great thing! I will also help if you guys need help, but I also don't know anything about coding or whatever.

I dont think that would work.

From the Ask the BB thread we have learned that:

Marin does not even know what "app" means, so I doubt he could code one - Edju, Patrick and Raymund are either statisticans or learning the whole stuff.

However RiP said, that this BB mobile topic was brought up at one point, but they lack the manpower...

So I would prefer to "outsource" such a project, give it to a company that has the manpower and the experience. Freelancer-sites are full of Indian companies that have good ratings and testimonials.

Some GMs should make a plan what this app looks like, present it to the community and start the fundraising - then look for a freelancer and in a couple of weeks/months...

Maybe if they do a good job on the app...we could outsource the entire game to them? Or atleast a massively improved version of it.....

I have a friend who is involved in some venture capital businesses, maybe I should ask him to invest in this game :D
