This is what my Arena looks like and I just promoted into D.IV. Everyone in my league has an Arena at or around 7K just like me and my league is pretty active (14 out of 16 online in the last 4 days).
Bleachers : 6000 (Current Price: $14) (Price as of 6/12/2012: $9)
Lower Tier : 1000 (Current Price: $40) (Price as of 6/12/2012: $30)
Courtside Seats : 200 (Current Price: $140) (Price as of 6/12/2012: $99)
Luxury Boxes : 10 (Current Price: $900) (Price as of 6/12/2012: $725)
Total Capacity : 7210
I make 40K more (145K Total) than any team in my league but I expect that to lower to around 20K after my attendance bonus from promoting wears off after the ASG.
All that said I still feel like my Arena is puny for D.IV. I'd like to get Bleachers to 10K, Lower Tier to 3K, Courtside to 500 and Luxury to 20-30. That'll total out to 13,520 or 13,530.
So in my opinion 13-14K should be a good size stadium for D.IV.
