yer its not a bad idea.

Where is the 'downside'.....

as in - there is always a catch, like... there should always be some kind of negative to the situation.

like - if your team captain misses 5 shots in a row, the rest of the teams performance goes down also.

I also would like to add something, like once a a player without the same nationality (like a USA team buys a spanish player) the captain would take a slight drop, because his whole teams' chemistry is drawn down due to the new player (maybe he speaks only spanish, so its hard for him to understand english, get it?) and if it's a starter, the drop increases by like lets say .5 Chemistry would effect on A. How long the team's been playing together, and B. The Nationality

A-usually most teams can be able to do this, by buying some good, young players and having them play for multiple seasons.

B-this is the harder one, if you want an all french team, buy an all french team! The All French team would get 2+, because they can A. Speak the same language and B. Learn to play together.

btw teams who are near same nations/speak same language will develop chemistry faster then teams that don't (ex: England and USA players, they both speak english)
