What about higher JR than JS? Is that completely useless, just inefficient or does it have some merit?

It's the same logic. JR>JS means that your player don't use his full potential for these two skills. He will take less shots than JS>JR. But his 3pt% would be higher because of a more selective and better shot selection.

I think understand what Nacht says.

All know that JR ISN'T as well 3pts shot is.

But, if JR > JS, the player make more 3pt shoots. When equal, JR = JS, you have a balanced player. And inversal, more 2pt shots.

Only about tendences of shots and not efficiences.
