Base offense, I would say a SF is exactly halfway between a SG and PF (whatever you have those two set at).

for base offense it would not be right to have outside skills dominate over inside.
As I said before, add at least IS and ID, and as you say maybe RB (also important) to the OD and JS for primaries.
In fact all are important for the SF when you play base off/def
