Yes - barring dumb luck of bot teams still randomly drafting (some of) great prospect ahead of you. If by expansion you mean expansion of your arena I wouldn't halted that, expand it a bit ASAP (meanwhile you can also optimize your ticket prices to get more money from the same/similar amount of visitors instead of not so effective sell outs).

Build some luxury boxes for sure (not so many). Check arenas some more established teams of similar level to get a better hint of suitable prices (and win road games not to lose visitors).
