Yep, one on one is great way to build nice elastic effect for the future. And since driving and handling is already lowest skills, you should defitenely start training them so do 1on1 training weeks sf/pf pozition if possible untill he gets driving 2 lvls above outside defence and passing. training on sf/pf pozition will gain him few inside shot skillups. After driving i would train outside defence to decent level, like 12 atleast, since you dont want player to play at pg/sg pozition in the future without OD. Dont train inside skills at all, since it would be a total waste. His height is too small, and skills too small too do even if you get few pops they wont make huge difference. He will get like 2-3 inside shot pops from jump shot and driving training and 2 lvls inside defence out of outside defence training anyway.
And to make him economically effective player it is best to make all skills very sclose to each other, so he wont cap toosoon too and youll have great player for a low salary. in the final build he may look something like this:
