I agree with that. My goal isn't to promote this year immidiately that would be to hard. Though I'm trying to make my team better with buying some players at the right time. I want to stay in this league and be competitive enough to maximize fan earnings. And I think I'm doing that. I'm also still well below the salary floor. My player salaries is 144.000 and the floor is 244.000
Right now i'm also still training players but i'm not sure if it's worth it to keep doing this.
The second option is what I'm going to try to do starting next season probably when my arena is maxed out (or nearly maxed out) I'm going to buy some players to play at the top of this league while still being below or just above the salary floor and trying to get to the next league doing the same.

If you’ve been playing for more than 24 weeks (which I believe you have), there’s no benefit to being under the salary floor as you’ll still pay the salary floor fee as opposed to your actual salary fees. This will allow you to build a better team thus winning more games and acquiring better attendances for your home games.

Yes, that was my first thought.

What I would suggest:
Buy some good skilled veterans (33/34+), stay below the salary floor and if you promote "by mistake" just grab the money but strictly follow your training plan!

Thanks! That's what the plan was ;)

I'm looking for players that are not as expensive. I already build a decent team that is capable of competing in this competition I'm now just looking for better players to upgrade further and be able to really compete. I don't think I will promote this soon but I would definitely take it if I do.

I'm scouting the transfer market daily.
