I have sent pretty much all of what you said there to a BB (did it a week or so ago). I asked them to take a look at the situation, and perhaps make some adjustments by human input rather than having it automated.
There are 4 teams in the JBBL well on their way to becoming bots.

I'm of the opinion that the BBs need to take a hands-on approach to the JBBL, and fix it. The imbalance across the Div IIs is depressing. For example, Terry Bogard is probably stronger than Umi Says - yet can't even make the playoffs. It's a joke.

I am not sure what the process is for the bot clean-up, but it's a complete and utter joke to have teams that rarely if ever log on to the premier competition of a nation... when there are willing and eager teams in the divisions below - but can't get in there because of the logjam of competition in one solo div. (ours)...

It is funny, I don't feel that way, but I do feel like I do want to give my best shot rather than just sitting back and being passive. Good luck on Tuesday, I still feel like you are the one team I can never beat, hopefully this time I can break the jinx.

Ha. I wish.
In the last week you've gone from having a salary perhaps $10k short of mine, to having the #1 salaried team in II.1. Now you have an extra $150k per week on my team. Sonoda... didn't worry me too much, as Li is getting better week by week. But your new guard? He's going to be VERY hard to contain...
Still, I was scrambling to get a new player just prior to the cut off, but gave that idea up once I saw your purchase. Save my money for next season. I am hopeful that more than one team gets up to JBBL from II.1, due to BB intervention. However... I don't think it's going to be me. I think that you & Fighters will go up.
Sigh... another season of Div II.1 for me.

Obviously I hope it is the Fighters and me but if it is the Fighters and you that would be fine too. I just dont want to see us kill each other have only the Fighters promote (along with Umi Said) leaving you, Otaku, Terry Bogard and me probably 4 of the top 6 teams in all of division II still flailing away one of us for at least 4 more seasons and that on the assumption that there is never a good JBBL team down here for a holiday as Sharman so cruelly did to us for reasons I'll never understand.

Draft

I really don't know what to do about the draft this season. I already have several players I need to train.

Daisaku Kawaida (16975170) Shooting Guard Weekly salary: $ 13 778 Age: 21 Potential: allstar Former U21 rep and still lots of training potential left.
Noritada Konoe (18297019) Shooting Guard Weekly salary: $ 10 864 Age: 20 Potential: allstar Current U21 player who needs a lot of single position training this season to do his best for the U21 team.
Atsuyoshi Kyubei (18297011) Shooting Guard Weekly salary: $ 6 341 Age: 20 Potential: perennial allstar My Kobe Bryant is starting to look really good after being well trained this season but probably can't make the U21 team but with better potential than Konoe or Kawaida he can be my best guard very soon.
Takayoshi Kawagichi (21305663) Point Guard Weekly salary: $ 3 823 Age: 18 Potential: superstar Hopefully future U21 and NT player this is by far the best trainee I have ever had and he should be able to be the face of my team for 10+ seasons.
Hirofumi Sonoda (14003048) Center Weekly salary: $ 94 587 Age: 23 Potential: superstar 4th best player on the NT and could do with some work on his outside skills. I can't train him this season while fighting in the playoffs but next season he should be in the rotation.

I have 39 scouting points, but I pick second last and will probably get nothing anyway. Do I save all my points for next season? Do I just do the combine so I can at least sort by height? A difficult choice.

Don't pick any of the bigs - they're all crap (again!)...
I'd save your picks. You're gonna have a nicer draft position next season.

edit: oh... and if I were in your position, I'd do team training (FTs? Stamina?) - that way you do not have to worry about minutes at all, and still get the benefits - across all your players.

Are you sure? hahahahaha! He will have the worst position next season. You have underestimated my team. You forgot in 2 weeks which has been the best team in Great 8 in the last 2 seasons. Kyoto bought 2 monster, but I have a 5-6 spectacular started team. He only have this 2 guys, the rest are normal guys. I put my 2 best defenders to this 2 monsters. It is not only money, there are too strategy, don't forget it. Kyoto see you in 2 seasons. Malice see you in 3 seasons. Good luck.

Dude... you can be the biggest ass on the board some times. You have all the tact and grace of a hammer to the forehead.

Before coming across as a complete dick, how about you reading the promotion thread in the Nippon forums? At least appear to have the semblance of knowing what's going on around you.
There's a good chance that BOTH of you promote.

You are right. Your team totally destroyed mine. It is good that you laugh in my face and humiliate me, I deserve this dishonor.

It seems that my new playerWłodzimierz Uljasz Weekly salary: $ 117 694, who I paid $1,200,000 for totally cost me the game. You said you would put your best defender on him and somehow your $27,000 player Claudio Paul Rodríguez must have much higher than stupendous outside defence because that is my players jump shot and yet you some how kept him to 1/13 shooting which cost me the game. The other incredible thing is your $27,000 player must have much higher than phenomenal jump shot because that is what Włodzimierz Uljasz has in outside defence and yet he allowed your player to score 8/18 shooting. Włodzimierz Uljasz has cost me the game and the season and he will leave this team having brought great dishonor to it.

You say the rest of my players are not good but Zhang Minhua was 5th in the league MVP voting, Noritada Konoe was 6th in the league in scoring as well as being on the Japan U21 NT, Daisaku Kawaida was 10th in the league in assists and also on the Japan U21 NT, Tsumemasa Kurogane has the 3rd highest average rating in the entire league this season and Atsuyoshi Kyubei was 3rd in the entire league in assists. I think my team was good. I beat every team in the entire league this season.

However when it really mattered somehow Jump Shot: stupendous gives me 1/13 shooting and as a result you say I have no strategy only money. I thank you. It was a great win for you.

Don't point to the MVP voting - it's completely automated and a bit of a joke anyway. And don't fall into the trap of a slinging match with him. It'd be disappointing.

You are wrong :). I put Serafim Grafite to defend Uljasz. That's the difference. Yesterday i analyzed during 2 hours how to beat your team, with percentage looking ALL of your matches, ALL of your rates. When I said strategy i refer to this one. When I won Kyushu Ramen by 25 points, I did the same.

No don't worry malice it is all good, I'll leave him to his beliefs. It was a costly attempt but I'm still glad I had a shot at it. Only real issue now is what to do with Sonada. He is the third best player on the NT but I am already crowded in training positions and need to do OD urgently. It is ok the next two weeks while I do 1 on 1, he can just be one of the guys getting trained, but I do want to do the best for the NT.
