Probably not a bug but a GE change somewhere along the line?

I know many things have changed since I have returned to BB, but I'm curious as to whether the Game Shape drop on a player purchased has changed?

I just purchased a player (53595516) who was listed with Proficient GS. After purchase, he dropped to Average GS. A 3-level drop! I recall 2-level drops if you were unlucky...but a 3-level drop?!


EDIT
* I guess it could have been a very low level Proficient dropping to a high-level Average. But, still...
